a CA sent me a fax requesting my phone number after I faxed and mailed them a settlement offer.
    How should I respond?

RESPOND BY MAILING THEM A DEADLINE TO ACCEPT THE OFFER. DO NOT GIVE THEM YOUR PHONE #. YOU HAVE THEIR UNDIVIDED ATTENTION. KEEP THE PAPER TRAIL GOING.

What could you possibly gain by giving them your phone number? If they have an offer of their own to make, they can do it via fax or snail mail.
If they get your phone number, they will only use it to harrass you.

Write them a letter and tell them that you have no phone. There is no law that says you much have one.

Regarding faxes to CA's. Don't do it if you can help it.

If you do, use Kinko's or some other public service. If you fax from work, they might start faxing dunning letters back to the machine you sent it from.

Remember, the FCC requrires that faxes contain the number of the sending fax, so the chances are they are going to snag the number you are faxing from. So make it a meaningless number.
