I need some advice: the green signature card I got back in the mail from CSC credit was stamped for SEPTEMBER 27, 2004. There is no postmark on the card, so if I need to re-send, am I screwed? Anyone with any experience regarding this?

The green card you get back should have the Certified Mail Tracking number, and the signature / address of the person receiving it.
You do not need a Postmark on this card, your proof of date sent is on the Certified Mail Receipt (The Green & White Label with the Bar Code -Postal Service Form 3800) that should be stamped by hand or electronically when you mailed the letter

You can also check the date delivered on the USPS website. www.usps.com

Enter the tracking number, and then print out the page :)
