   I'm preparing a Validation letter to send to a collection agency and wonder if I should send it Certified/Return Receipt or just certified. The CA has a P.O. Box. How do they sign for it and what if they don't sign but just ignore it?

   I've gotten return receipts from P.O. boxes, but you can also send by Priority Mail with Delivery Confirmation for a grand total of $3.90 each.
