    1/Can I send A cease and detest letter to a creditor who has not turned it over to a CA?
    2/Can my Social Security be garnished by a Creditor or CA?

    NO. Not your social security, government pension or disability check.

    However, if the creditor/collector has a judgement depending on your state law if they know your bank account information, they may be able to obtain a garnishment order for your bank account, and if they time it correctly have it served the same day your Social Security check is direct deposited into your account. If they managed to do that, they would effective take your SS money for the month.
