RE: secure card without any ve This would be in violation of Visa/MasterCard regs and I personally would not recommend giving any kind of deposit to a "bank" who would operate this way. It's a large risk. If you are trying to maintain some degree of anonymity with your transactions, I would suggest exploring a stored value card.
