Secured loan = public record?

    My online EFX report says:

    This appears right after "No bankruptcies on file" and before "No financial counseling on file".

    The questions are, why would a secured loan (if reported) show up in the public record section, and more importantly - why would it appear to be a negative entry.

    By the way, It was suggested that USAA offers secured loans with no credit check. You open a CD online and then apply for a consumer loan.

    1*Public records are Neg.

    2*So they can report it 10 years instead of 7 years.
