Cap1 called my wife today about a CAP1 charge-off and offered her a settlement of $400. I told her B4 NEVER to OK anything with a collector/creditor until I knew what was going on.

I'd like to give them the 400 in exchange for deletion - how are they with these types of negotiations?

Cap 1 is bunch of X$@ing liars. I paid $541 to settle in full for deletion. Still fighting with them. Reporting to EQ and TU as Charge Off.

    Get it in writing!

I was wondering if a call to Mr. Cooke would help the situation.

I think it was about 650 or so.

I've been trying to reach Mr. Cooke for days now. I think he's hiding from me.

Regardless of what they say, I wouldn't do it on the phone. If they want to settle it for $400, I would have them put that in writing and only accept the settlement in trade for deleting it from ALL of your credit files. Even if you talk to Mr Cooke, I'd still require they send something in writing. If anything, it puts YOU in the drivers seat because you're establishing a paper trail. It may be more time-consuming doing things in writing, but it's better to do it right than twice because it saves more time in the long run.
