Should I send this letter from CA to the CB's?

I filed a BBB complaint and this is their response, via their lawyer:

"however, following the receipt of your letter, collection agency immediately discontinued collection of the account, requested deletion of its trade line from the customer's credit report and closed the file."

Experian has deleted after disputing without this letter, but Equifax and TransUnion have not. Should I send this letter along to Equifax and TransUnion? I haven't contacted TransUnion a letter yet.

Will this help get the collections deleted from my file?

If the CA requested deletion from you credit reports, then the trade line shouldn't be showing up anymore on your reports. Have you pulled your credit reports from Equifax and TU to see if it's been updated yet?
