I'm snowed in too I got 9.9 fixed purchase rate and balance transfers go into the purchase portion of my account. I am now seeing a 8.9 advertised on the website. So I'm guessing 8.9 is now the best rate. Of course, 0 is the intro rate and you can get special permission to balance transfer into purchases and then you get 0, but that's an exception not the rule. If you have the intro rate then, without asking, you'll get your balance transfers put into special purchases (for the Plat card) and that will normally be higher than purchases (mine was 19.8 when it opened).
