Retention told me they can't make permanent changes to the APR for "inactive" accounts. These are accounts that haven't been used in a while (or haven't been used at all). Inactive account may only qualify for temporary APR cuts. If your account is inactive, make a couple of purchases or BT's, wait a week and re-try Retention. Saar
