Well, I've finally done it. After all the times of constant harassment, Target lowered my apr to 9.9% fixed. I had closed the account the other day and just called yesterday and told them I would reopen if they gaveme 9.9%. Low and behold, they processed it for me and it worked! I'm amazed, because it was a pain to get them to do much of anything. Maybe cancelling the account and calling back to reopen like I did will make a difference. Good luck to anyone else who may try!
