I do not know of anyone who has tried personally. Maybe... someone on this board has. Or ...they know of someone personally who has.
Nope you can't get one without another cc. But let me tell you this. I didn't have a cc when I applied (and was accepted!) for my Target card. I keyed in my debit card number. I mean, it has the Visa logo on it, so why not? If you have one, try it!
I don't have a debit card. Can't open a checking account because of something on Chex system.
