To pay CA or not

I have just been notified by a CA that I owe property taxes from a city I lived in for a year and 1/2, some 5 years ago. It is for a car I owned then. I also noticed that the CA pulled a hard enquiry on EX but they are not reporting yet. I moved out of the city rather abruptly and had no reason to suspect a payment problem. The current bill from CA is overly inflated with collection charges, interest etc.

I really dont wanna pay the CA . I would rather deal with the county and pay up my taxes. What letter should I send the CA? Cease and desist?

    Any suggestions.

Send the CA a validation letter by CRRR
    Do not send a C&D.
