My aunt wants to find a heloc company with low closing/no closing fees and low apr. Does anyone know any?

I can't speak for their customer service in this dept, but I recieved an offer from American Express Membership B@nking for their HELOC for Prime - .25% which would put it currently at 4.5%. I believe there was no closing cost but I do not know the rest of the fee stucture. Also, PNC bank handles the loan for them in certain states. Details are available on AmEx's web site.
