What is the affect of a "Inquiry". Can a Collection Agency access your credit report with your consent?
Did you mean with your consent or WITHOUT your consent? Because with your consent, I guess anyone could have access to your personal information. According to the law someone must have a "permissable purpose" for your report to be pulled with or without your consent. (for a hard inquiry - or a complete report...not certain of the requirements for a soft or promotional inquiry). Read this for information on inquiries.
