Was one of the reasons for being rejected by
Sears. I know the definition of utilization,
however I cannot figure out how I have been
(mis)using my cards. For six months now; I
have made purchases (25% - 50% of the limits)
and paid down the balances on two secured
credit cards. At the time I applied for the
Sears card, both credit cards had a zero
    balance.

Your two secured card issuer's may not report the CBAs every month ... so, you're credit bureau report may have shown the balances from a couple months ago...

Actually, Sears credit card is harder to obtain than most think. They want to see years of established credit prior to approving.

    First reason for rejection IS:
    Length of credit history.

Keep in mind, the credit bureaus lag by from 1-2 months, so even if you pay your bill off, it might have last months balance still reporting. I noticed this on my "online equifax" report i paid for the other day.

How long have you had credit cards? Some credit granters like to see a longer credit history. If your accounts are less than a year old, this may be the reason.
