If the Dept of Education Guarantor and Lender Oversight Division sends me a letter stating they are referring my case to the Office of General Counsel, do I take this to mean that I am forbidden from 1) contacting that office even though I have rights to information under the Privacy Act and FOIA and rights to an appeal under the HEA, and 2) contacting any office affiliated with the Dept of Ed, even if different from the guarantor and lender oversight division. I mean they are huge. Also, if I serve Equifax, can I then download my credit report from their site off the internet?
