   I've been reading like crazy for hours and days trying to absorb this all, and takig notes. I'm a little confused about one area.
   
   When intitally launching a validation letter, is it best to send it to the OC or CA? Thanks!

   The CA.
   
   If they are collecting the debt they have to relay all validation to the OC, assuming that he CA didn't buy the debt.
