Can you request validation from a CA if you have not received a letter, nor spoken to said CA? If so, is there any time limit that you can request it?

Presumably you are requesting it due to their TL showing up on your CR.

Since they haven't contacted you, you would be within the 30 days of their original contact, so until they provide validation, they cannot assume the debt is valid. You would also dispute the debt with the CRA, about 10 days after your CRRR card shows the CA has received your validation request. The CA should not verify the TL to the CRA until they have obtained validation from the OC and sent it to you.

They don't have to provide it within any particular period of time, but since they cannot assume the debt is valid until they do, they should no verify it with the CRA, or continue in any other collection activity.
