"Please be aware that since this is only the opinion of Commission staff, the Commission itself is not bound by it.
    "

This is the trailer of commission opinion letters. Do they hold any weight ? The part that says the commission isn't bound to it bother me. I'd hate to be like "well the commision said this" and the debt collector says "yeah so what. it's an opinion".

Basically I'm asking what is the opinion letters weight in gold. Where should they be used? Judges will consider them or something ?

    Please advise.

I WOULD BELEIVE IT GIVES AN INTERPRITATION OF THE PARTICULAR ISSUE BEIN ADDRESSED. AS FOR JUDGES, THOSE OPINIONS CAN GIVE THEM AN POINT OF VIEW ABOUT AN ISSUE WHICH IS NOT THE DEFENDANTS NOT PLAINTIFFS. OF COURSE, BECAUSE IT'S JUST AN OPINION, JUDGES HAVE THE OPTION OF TAKING IT INTO CONSIDERATION, OR NOT.

excellent explanation ... excellent. It's like an unbiased point of view. The judge need not be influenced by the defendant or the plaintiff.
