I know last July the Senate was playing around but has it been passed and when does it go into effect if it has?
There is no new bk laws. Actually, The House of Represenatives passed the bill but, the Senate took no action. We're still under the same laws.
There's no way that bill will be signed before December 2004. If you were a politician, would you want to sign an anti-consumer bill before the 2004 elections? If Bush wins, it will probably be signed on some quiet day in December 2004, right after the election. If a Democrat wins, it probably won't happen until another Republican gets into office... In any case, there will be a 6 month lapse between the day it's signed and when it takes effect.
