Who sends them out?

    Who sends out 1099s for uncollectable debts, the original creditors or the sleazy collection goons.

    Whoever owns the debt is responsible for seeing that it goes out.

    But they conceivably could outsource the job to the CA in some circumstances.

    Many years ago I dealt with a JDB and when they said I owed them such and such and that they could give me a real good deal by taking three payments and reduce my amount owed, by 5K or whatever I said sure....: (
    Well I paid, not even sure what it was for at the time, and then I got a 1099 from the JDB for forgiveness of debt.
    It was a bummer as I then owed taxes money plus penalty and interest.
    So in many instances you just do not want to pay as it will cost you a lot more unless you have all the loose ends tied up.
    This is where a good lawyer comes in.
