I pulled my EQ report on 8/6/04 and today I pulled MyFICO reports. Between the 2 a collection for phone bill has been added. Now my question is should I send a payment in full to BellSouth made out like the HIPAA type pay only to the OC and then dispute the item as paid prior to collection?

The HIPAA program only works because of the conflict between the HIPAA HEALTH CARE PROVIDER privacy laws and the requirements of the FCRA, it is NOT applicable to any other type of collection. If it is your bill, and you wish to pay it, you will have to find out from Bell South IF they will accept the payment.
