If it is, then within 5 days of reporting the debt they must send validation to the consumer?
I don't think so. It would be nice though if it did. The reason I say no is because they have used plain language and qualified the communication as being "initial" and "with a consumer." That broad definition of "communication" must be narrowed down to fit within the other words of the sentence. Of course, I'm neither a lawyer nor a judge.
